First edition: Pioneering doctor and social reform activist, Isabel Chapin Barrows (1845-1913) was the first American woman stenographer for congressional committees. Prison reform activist, Barrows replaced her husband at the International Prison Congress. Topics include the insane, the epileptic, the feeble-minded, the tramp, charity organization, city and council charities, soldier's homes and pensions, immigration and migration, child-saving, juvenile reform, the merit system, social problems, and prison reform.
